On 12 November 2016, the first governing board of ICHEI meet in Shenzhen for the inaugural meeting. Six governing board members, including Ms WU Yihuan, Deputy Mayor of Shenzhen Government, Mr DU Yue, Secretary-General of the National Commission of the People’s Republic of China for UNESCO, Mr Charles CHEN Yidan, Core Founder of Tencent, Mr Freddy Boey, Deputy President and Provost of Nan Yang Technology University, Mr ZHANG Jihong, Director of Bureau of Education of Shenzhen Municipality and Mr LI Ming, Director of UNESCO International Centre for Higher Education Innovation participated the meeting.

Hosted by Ms WU Yihuan, the Chair of the governing board, the board members validated the Charter of ICHEI and approved its work plan from 2016 to 2018, including the establishment of the Special Fund for International Higher Education Innovation.
