Conformément aux principes de « vaste consultation, contribution conjointe et partage des bénéfices », l'UNESCO-ICHEI s'engage à construire un laboratoire d'idées mondial pour l'innovation dans l'enseignement supérieur ; à promouvoir une coopération multilatérale entre les parties prenantes dans le domaine de l'enseignement supérieur au niveau mondial ; à fournir un soutien intellectuel aux institutions liées à l'enseignement supérieur à différentes étapes de leur transformation numérique ; et à diffuser des cas exemplaires d'innovation dans l'enseignement supérieur pour une application à l'échelle mondiale.
