UNESCO-ICHEI's Flagship Magzine CLOUD Issue 15 Officially Released


As John Dewey once observed, "Education is not preparation for life but life itself." In the age of digital intelligence, that insight feels more resonant than ever. Education today stands at the centre of profound technological and economic change. It does more than determine what new technologies to master; it shapes whether they can be transformed into opportunities. In the Global South in particular, enabling more learners to acquire practical, industry-relevant skills is not only a question of personal development. It links to economic resilience and social mobility. Addressing this challenge lies at the heart of UNESCO's mission: ensuring that quality education becomes a shared starting point for the future, rather than another line of division.


In this new issue of CLOUD, you will encounter a series of cases that demonstrates innoation and resilience. The rise of the digital-intelligence economy, the rapid expansion of cross-border e-commerce, and the question of how higher education should position itself within this shifting landscape to our discussion. Among the latest initiatives is the "AI + Industry" micro-certifications programme recently launched by the International Institute of Online Education (IIOE). Courses such as AI + Cross-Border E-Commerce seek to narrow the distance between universities and the realities of industry. In doing so, they invite learners to engage with technology in real contexts, exploring how it becomes embedded in production and trade, how it shapes decisions, and how it can open new channels of connection across regions and markets.

Highlights

Expert Insights 

In his foreword, Mr. TANG Min, Chairman of the China Cross-Border E-commerce 50 Forum, reflects on how AI is reshaping the way industries and global trade operate. In the emerging digital-intelligence economy, he suggests, competition increasingly depends on how well talent is prepared for these transformations. Industry-oriented micro-credentials and certifications are emerging as a new pathway linking higher education with evolving industry needs. Courses in this series aim to help learners grasp the core skills required in digital trade more quickly, while also opening new possibilities for entrepreneurs and small and medium-sized enterprises in developing countries to reach global markets.


Industry Perspective

Mr. TIAN Guofeng, Executive Deputy Secretary-General of the China Association of Trade in Services, reflects on the latest shifts in global digital trade driven by AI agents. From the "ecosystem flywheel" emerging in Southeast Asia, to the rise of industrial internet platforms in Central Asia, and the growing range of applications across Africa, emerging markets are engaging with this transformation in diverse ways. As AI increasingly takes part in product recommendation, transaction matching, and supply-chain decision-making, the logic of trade itself is beginning to evolve. Competition is no longer simply about capturing traffic or building brand visibility; it increasingly depends on whether data can be structured, interpreted, and used effectively by AI systems.


Programme Spotlight

As industry demands continue to evolve, how should education systems respond? In this article, Mr. SUN Xiangyang, IIOE Cross-Border E-Commerce Micro-Certification project consultant, reflects on the thinking behind the course design. The programme develops tailored learning pathways for university leaders, teachers, as well as students and industry practitioners. By translating industry experience into practical competencies, it seeks to bring learning closer to real-world industry contexts and to strengthen the connection between education and practice.


Case Study

Authors from Universiti Putra Malaysia turn their attention to the field of smart agriculture. The piece traces how Malaysia has gradually integrated agricultural technology education into a coordinated policy and learning framework, spanning early STEM exposure in schools, higher education, and TVET. It explores the development of lifelong learning pathways for both young people and adult learners. The Malaysian experience offers a compelling example of how agricultural innovation and talent development can evolve together over time.


Data Story

Education should not simply be designed for young people, but shaped together with them. Today's young people may be the first generation to grow up alongside AI, and to enter the workforce already asking a new question: how will humans and machines work together? They embrace its efficiency while worrying about its disruptions; they learn to master its tools while continuing to ask what, ultimately, makes human abilities irreplaceable. In this issue, CLOUD continues its creative data stories, presenting insights from global youth surveys and trend reports in a more visual and accessible format. They offer a snapshot of how the younger generation understands the meaning of skills, interprets the changing nature of work, and imagines the paths their careers might take in the years ahead.
